Quick answer

Xero’s current UK plans use newer plan names such as Ignite, Grow, Comprehensive and Ultimate, with payroll availability and employee limits varying by plan. Some plans include payroll for a set number of people, and additional employees may cost extra.
Best for : small UK businesses already using Xero accounting.
Not best for: businesses that want payroll fully handled by a provider, complex payrolls, large employers, global teams or businesses needing hands-on payroll support.

What Is Xero Payroll?
Xero Payroll is payroll software included within Xero’s cloud accounting platform for UK businesses and it helps employers run payroll online and keep payroll data connected to accounting records.
With Xero Payroll, UK employers can typically manage:
employee payroll records
pay runs
PAYE calculations
National Insurance calculations
RTI submissions to HMRC
workplace pension duties
digital payslips
leave records
payroll reports
payroll journals
HMRC-recognised payroll processing
Xero Payroll is not usually bought as a completely separate standalone payroll bureau service, and for many small businesses, this is an advantage because accounting and payroll can sit in one system.
For businesses that want payroll handled for them, a managed payroll or outsourced payroll service will be better for you!

Improvements of Xero Payroll Over the Years
We like Xero Payroll because it gives small businesses a simple way to keep payroll and accounting connected, making it very useful for businesses that:
already use Xero accounting
want cloud payroll
want RTI submissions from the same system
want digital payslips
want pension support
want payroll reports linked to bookkeeping
work with an accountant or bookkeeper using Xero
have straightforward UK payroll needs
For small employers, the main advantage is convenience.
Issues of Xero Payroll Over the Years
Before choosing Xero Payroll, check:
whether your current Xero plan includes payroll
how many employees are included
cost per additional employee
whether your pay frequency is supported
whether pensions are supported in the way you need
whether your accountant can help with setup
whether RTI submissions are included
whether payroll reports are enough
whether you need CIS payroll
whether you need HR advice
whether you need employee self-service
whether you need a named payroll contact
whether support is enough for urgent payroll issues
whether a dedicated provider would reduce more admin
The biggest mistake is choosing Xero Payroll because you already use Xero, without checking whether it can handle your actual payroll.
How to choose Xero Payroll without overpaying
Before choosing Xero Payroll, decide whether you need software or support.
Xero Payroll will be enough if:
you already use Xero accounting
you have simple UK payroll
you are comfortable running payroll yourself
your accountant can support you
you only need standard PAYE, NI, RTI, pensions and payslips
you do not need complex HR or payroll support
Compare dedicated providers if:
you want payroll handled for you
you need CIS payroll
you have weekly payroll
you have complex pay rates
you have lots of starters and leavers
you need HR advice
you need global payroll
you want a named payroll contact
payroll errors would be hard to fix internally
Do not choose based on Xero brand recognition alone and make sure you compare Xero Payroll with payroll software, managed payroll and outsourced payroll providers before switching.
Our Verdict on Xero Payroll
As a team experienced in helping small businesses save money, we’ve found Xero Payroll to be an excellent cloud-based accounting software solution that could greatly benefit your business (and bottom line!)
We like their features such as Single Touch Payroll (STP), automated bank feeds, and customisable invoicing, which integrate seamlessly with Xero’s accounting platform. Over the years, we’ve seent that Xero has added advanced features like automated pension submissions, real-time gross-to-net calculations, and enhanced compliance reporting.
However, we do think that it’s important to note that some users have reported challenges with customer support, including slow response times and difficulties in resolving complex issues. Additionally, while Xero Payroll is robust, its functionality for more complex payroll scenarios could be improved.
At the end of the day, Xero Payroll stands out to us with its great feature set, which includes (but isn’t limited to!) automated tax calculations, direct deposits, and local payroll regulation compliance.
We don’t think, however, that it would be suitable for businesses with complex project management needs and can be relatively expensive.
But, if you are a small to medium-sized business looking for an efficient and integrated payroll solution, we would say Xero Payroll is a strong choice!
